How do I recover photos from an iPhone 11 to a new iPhone 12 Pro Max?

If you were using iCloud Photos on the old phone, and the new phone is using the same Apple Account, enabling iCloud Photos on the new phone will cause it to start synchronizing against iCloud. Any photos that made it from the old phone to iCloud will eventually make ti to the new phone (assuming there is enough space). (Enabling the "Optimize iPhone Storage" feature on the new phone can help with this.)
Other ways of transferring photos might be
- By restoring a backup of your iPhone 11 to your Phone 12 Pro Max. This will wipe all of the current data on the iPhone 12 Pro Max and replace it with what is in the backup.
- To use Quick Start.
These would presumably copy your iCloud Photo settings.
