The iPad mini 4th gen shown in your footer does not support Apple Intelligence, so there is no control to enable or disable the feature.
For an iPhone or iPad that does support Apple Intelligence:
Settings > Apple Intelligence & Siri > Apple Intelligence > {off}
As for other machine learning features and related that have been available in various iOS and iPadOS releases, those cannot be disabled and have no associated controls.
