How do I keep widgets from reappearing after powering off

I saw a comment on here to reset the Home Screen, and then delete the widgets. it said that my groups would get deleted, but I figured it was worth a shot,

I deleted them, but they came back after powering off.

Now I have NO groups and the Widgets came back! I’m worse off than before!
