After the last iOS update, Siri stopped working. I can no longer dictate, make a voice call from my car, or ask my apple watch to perform a function. I've done all of the trouble shooting and nothing works. Help!

It seems from your post that Siri is not acknowledging and responding to you. On your iPhone please go to Settings > Apple Intelligence and Siri > Talk and Type to Siri > Turn off Listen for "Siri" or "Hey Siri," then turn it back on. You will go through a set of prompts to read aloud and this will re-train Siri to better recognize and respond to your voice.
It also helps to tell us what troubleshooting you have done in your post beforehand.
Correction, it is now working on my watch but still not on my phone.
