Why can't my wife access shared Apple Music playlists on her iPhone 8 with iOS 10?

My wife has a Spotify account and I thought I could use Apple one to get her music on Apple Music and share with her. I paid for an app to transfer all her playlists and I can now access them but she can’t. I have family sharing set up with her which is supposed to work on ios10 but she can’t see the playlists on her iPhone 8.

she can’t accept the iCloud terms and conditions, is this the problem?

if not, why can’t she see the playlists?
