The manual synchronization model for purchased music is one-way: from a "master iTunes/Music library residing on a Mac or PC, to an iPod, iPhone, or iPad. It is only possible to sync against one computer at a time. If you synchronize a mobile device against one computer, and then against a second, all of the music from the first computer is wiped from the mobile device, and none of it is uploaded to the second computer.

There was an exception to this for music purchased for the iTunes Store.

• At one time, I believe that music purchased from the iTunes Store on an iPhone or iPad would be transferred to the Mac or PC as part of a synchronization.
• Today, I believe that if you purchase a track from the iTunes Store, you can re-dowload it on any of your devices that are signed in t the same Apple Account you used when purchasing the music.

If you subscribe to iTunes Match, or if you subscribe the Apple Music subscription service and use Sync Library, then you might be able to synchronize or stream purchased music to other devices.

Are you using Apple Music? That tries to match music that you have ripped from CD. Let me see if I can find some additional information about that, but it has something to do with Apple Music trying to match those selections. There is some setting to use, but I cannot remember it. I've had troubles with mine as well at times, and it is especially harder since I moved over to the Mac.

Because music in your library was synced over from your computer, generally iTunes. You would need to connect it to your computer and sync that downloaded music to your device.
