Unable to add a card to Apple Wallet on my iPhone
i’m 13, but i can’t add card in wallet. how i can do this?

Do you meet all the requirements including country of residence shown near the top here?
Set up Apple Pay - Apple Support
And by the way you should never let the iPhone battery get that low.
